We Have Completed PRAG Training

PRAG Training was held on April 8, 2022 in Ankara, by the trainer Merve Aydemir Aydın. 

The experts working in the units of our department participated in the training.

The aim of the training was determined as the introduction of the practical guide (PRAG), which is published and updated periodically on the management of donated funds in the context of the European Union Foreign Relations Action. PRAG aims to set light to all the tendering and granting processes supported within the framework of the European Union's foreign relations budget and the European Development Fund. In this context, it is of great importance that the stakeholders involved in these processes have a good grasp of the details of the constantly updated implementation guide.

As of 1996, the year it was first published, PRAG has set light on the steps of the process in the utilization of various financial resources of the European Union by third parties. With the training organized, the current practical guide published by the European Union Commission on December 15, 2021 was taken as a basis. As a result of the completion of the training, it was aimed for the participants to achieve the following gains.

Scope and main rules of PRAG,

Contract types,

Technical assistance projects and tender management,

The structure of the grant contracts,

Financial management and risk management within the framework of PRAG,

Effective ways to communicate with stakeholders.

The training started at 10.30 and finished at 16.30. In the first part, a session for personal introduction and introduction of the training programme was held. Then, the sessions on What is PRAG, How to access related documents, How to access PRAG Annex A PRAG’s Basic Principles IPA II and III related Regulations, Management Types (Direct – Indirect), eligibility criteria and rules of origin in IPA II and III and changes in the updated guide (PRAG ver. 2021 – 2020) were held.

After the question-and-answer part was completed, a short break was given and Module 2: Tender Processes and Contract Types part was started. In this section, the topics on PRAG Procurement Procedures, Service and Supply Tenders – PRAG Annex B - C Terms of Reference, Indicative Budget, Market Research Preparations Service and Supply Tender Dossier Preparation, Short-list and Proposal Evaluation Processes, Contract Preparation – Supporting Document Checks and Changes in the updated guide (PRAG ver. 2021 – 2020) were studied.

In the third part, Technical Assistance Project Management module, the following subjects were issued: Global and Fee-based price projects implementation processes, General Conditions and Critical Articles in Terms of Reference, Addenda and Administrative Orders, Financial management, Report approvals and stakeholder management. The training was completed with general assessment and Q&A.

The participants filled out the questionnaires with regards to their opinions during the training and the outputs were evaluated for use in future trainings.

The results of the pre-training and post-training surveys show that the training both increases the knowledge of the participants and is effective in understanding their roles and responsibilities in the overall process. In addition to these findings, it seems that the knowledge gained through the training will help the participants better perform the tasks assigned to them and help them further specialize their existing knowledge. The data obtained at the end of the successfully completed training contains important clues for the work in the future.
