
The Department for European Union Investments (EUID) of the Ministry of Transport and Infrastructure successfully held its 5th Annual Performance Evaluation Workshop in Abant, Bolu, between 22 and 25 December 2025. The workshop was organised to address the closure process of the IPA II period, assess lessons learned, and strengthen strategic preparations for the IPA III period.
The workshop was attended by Mr Burak Aykan, Director General for EU Affairs and Foreign Relations of the Ministry of Transport and Infrastructure; Ms Ömrüye Ayan, Deputy Director General; Mr Adem Koç, Head of the Department for European Union Investments; and EUID staff. The workshop aimed to prepare a roadmap for the closure of the IPA II period, evaluate potential cooperation opportunities with international financial institutions, and conduct soft skills and team-building workshops to support institutional capacity development.
The first day of the workshop began with an opening speech by Mr Adem Koç, Head of the Department for European Union Investments, followed by the first session, conducted by the Monitoring and Evaluation Unit, focusing on the closure process of the IPA II period. In the second session of the day, the Financial Management Unit delivered a comprehensive presentation on the use of funds in 2025.
On the second day, evaluation and consultation sessions were held on potential cooperation opportunities with international financial institutions. The third day was dedicated to social skills and team-building workshops, featuring practical activities aimed at enhancing teamwork, communication, and collaboration competencies among EUID staff.
In the continuation of the third day, Mr Burak Aykan provided a comprehensive assessment of the achievements and structural lessons learned during the IPA II period and outlined a strategic perspective for the transition to the IPA III period. Emphasising the importance of a results-oriented approach, strengthened institutional capacity, and a more integrated use of international financing instruments under IPA III, Mr Aykan highlighted that the defined mission, vision, and strategic priorities would shape the medium- and long-term roadmap of EUID.
On the final day, an
overall evaluation of all sessions was conducted, and participants reached a
common understanding regarding the findings and recommendations arising from
the presentations and discussions. The workshop served as an effective platform
for institutional learning and knowledge exchange, enhancing EUID staff’s
preparedness for future programming periods.
