Construction of Cerkezkoy-Kapıkule Section of Halkalı-Kapıkule Railway Line Project

Brief Information About the Project

  • With an amount of EUR 616,7 million within the framework of financial cooperation between the European Union and Türkiye is the largest infrastructure project to be realized.
  • Upon the completion of the project, a high-speed train line with a dual line on the 229 km route between Halkalı and Kapıkule, at a speed of 200 km / h, for the purpose of carrying passengers and cargo will be built.
  • With routes extending to the border with Bulgaria Istanbul Halkali-Kapıkule our country Railway Line project in a geographical sense it symbolizes the binding Türkiye to the EU.


Benefits of the Project

  • Halkalı-Kapıkule railway line will connect directly to the European Union countries and Türkiye.
  • With the Halkalı-Kapıkule Railway Line, an important part of the Iron Silk Road from London to Beijing shown below will be completed.

                                                                    

  • Trans European Transport Networks will expand with Halkali Kapikule Railway line.
  • Road transportation intensity in the region will decrease and rail transportation will increase, so accidents and air pollution will decrease.
  • Travel time and cost will be significantly reduced.

 

Components of the Project

  • The project consists of 2 parts: Halkalı-Çerkezköy and Çerkezköy-Kapıkule.
  • The construction of the 153 km Çerkezköy-Kapıkule section of the project described on this page is carried out with the co-financing of the European Union and our country.
  • Other 76 km sections will be constructed simultaneously by Ministry of Transport and Infrastructure General Directorate of Infrastructure Investments with national budget facilities.

 

Predicted Completion Date

  • 2025 3rd quarter
European Union Dimension of Work
  • Çerkezköy-Kapıkule Railway Project is also part of that Halkalı-Kapıkule Railway Line of service to enter Türkiye with transport networks, Trans-European Transport Networks shown below (TEN-T), the final stage of attachment will be completed and Türkiye transportation networks will be integrated in Europe to a high standard.

Awards of the Project
  • In the Eurasia Strategic Infrastructure Projects Leadership Forum held at the Grand Miramar Hotel in Malaga, Spain on 11-13 December 2019, the Halkalı-Kapıkule project has been the last 4 projects in both "Strategic" and "Finance and Funding" areas. Awarded with the 2019 Inspirational Project Award in the field of "Funding".

                                                                               

  • Supervision for Construction of Çerkezköy – Kapıkule section of Halkalı – Kapıkule Railway Line Project won the "FIDIC - Project of the Year" award at the ceremony which was held online on Thursday December 9, 2021 at 16:35 Turkish time.


Project Process

The Major Project Application Form requested by the EU, which includes the Feasibility Report and the Environmental Impact Assessment Report of the project, has been submitted to the Commission on 9 August 2017 by the Ministry. After the Major Project Application Form was approved on February 25, 2019;

  • In İstanbul, on 28 February 2019, signature ceremony of Bilaterall Agreement done only for Major Projects has been realised between Türkiye and European Union,
  • Construction Agreement Signing Ceremony was held on June 11, 2019 in Ankara.
  • Information meetings regarding the project were held with the institutions and NGOs in the provinces where the line passing on 24-25 July 2019.
  • On 23 September 2019, information meetings were held with the regional governorships regarding the environmental impacts of the project.
  • The groundbreaking ceremony of the project was held on September 25, 2019 with the wide participation of our Minister , EU senior representatives and regional governors and deputies.
  •  At the Career Fair held at Trakya University on February 24-25, 2020, a information desk was opened and the project was introduced to university students.
  • The First Rail Welding Ceremony of the project was held on June 8, 2022 with the wide participation of our Minister , EU senior representatives and regional governor.
