Within the scope of Kocaeli Sustainable Urban
Mobility Plan (SUMP) Project, a study visit was realized to the city of Milan
between 22.05.2023 and 27.05.2023 with the participation of Mr. Ahmet ÇELEBİ,
Head of Transportation Department in Kocaeli Metropolitan Municipality and his
technical team, Mr. Serdar YILMAZ, Contract Manager from the Department, for EU
Investments and Ms. Melike SARIM BOYNUYOĞUN, Project Coordinator representing
the EGIS & Bogazici Proje Consortium.
Within the scope of this visit, TRT Trasporti e
Territorio SRL, the contractor of the Milan SUMP (Milan PUMS) project, was
contacted and information was obtained about the planning and participation
processes in SKUp projects carried out in similar cities in Italy, especially in
Milan.
Then, meetings were held with the Milan City
Municipality, the municipal subsidiary AMAT (Mobility, Environment and Regional
Agency), which is the executive of the Milan SUMP project, and the public
transport operator ATM SPA. In these meetings, information was obtained about
SUMP strategies developed for Milan, micro-mobility and shared transportation
interventions, congestion charging and low emission zone implementations,
public transportation strategies and investments and “Open Squares” and “Open
Roads” Projects within the scope of tactical urbanism examples.
During the visit, all modes of Milan public
transport system, other modes of transport, transfer systems and mobile
applications were experienced. In addition, the practices within the scope of
“Open Squares” project which is a tactical urbanism example carried out by AMAT
were examined on site with the AMAT project team.
