The Instrument
for Pre-Accession Assistance (IPA) is implemented within the framework of the
objectives of developing our country's capacity for harmonization and
implementation with the EU acquis and
creating economic and social cohesion capacities. IPA operates in different
sectoral fields such as transportation, environment, and industry. Each sector
has its own IPA structures. This leads to the formation of sector-specific
experiences in each sector. In this context, the Central Finance and Contracts
Unit (CFCU) has established the IPA Implementation Units Experience Sharing Working Group to create a
platform for IPA implementing units to share their experiences.
The first
meeting of the Working Group was held on December 6, 2023, where participants'
opinions were gathered to outline the main points of the working group
strategy.
The meeting hosted
by CFCU on 13 May 2024, was attended by Acting Director of Central Finance and
Contracts Unit Barbaros Murat Köse, the Head of Department for EU Investments
of the EU Affairs and Foreign Relations Directorate General of the Ministry of
Transport and Infrastructure Tijen İğci (PhD), Act. Deputy Director General of Directorate
General Foreign Relations and European Union of the Ministry of Labour and
Social Security Ersoy Günay, Head of Department for EU Investments General
Directorate of European Union and Foreign Relations of the Ministry of
Environment, Urbanization and Climate Change Raci Bayer (Phd), Head of the
Agricultural and Rural Development Support Agency Ahmet Antalyalı (PhD), Head
of the NAO Office Ali Doğan and Directorate for EU Affairs representatives. The
meeting began with an opening speech by Mr. Köse, followed by speeches by all
IPA Programme Authorities and NAO Office representatives. This was followed by
a presentation on the Working Group's activities and the signing ceremony of
the Strategy Document.
The signed
Strategy Document addresses the problems encountered in the IPA process,
objectives, working methodology, roles, and responsibilities. Within the scope
of the Strategy Document, the Working Group will continue to encourage
experience sharing and dissemination of best practices among IPA implementing
units, and will carry out studies to develop knowledge and skills for effective
management of IPA funds and strengthen the implementation of IPA programs on a
sectoral basis.
