
The last meeting of the Financial
Cooperation Coordination Council, which was established to coordinate and
monitor the overall functioning of EU financial assistance and meets twice a
year, was held online on February 9, 2022 under the chairmanship of Deputy
Minister of the Ministry of Foreign Affairs and National IPA Coordinator
(NIPAC) Ambassador Mr. Faruk KAYMAKCI due to COVID-19 restrictions.
IPA Operational Structures and the Deputy
Ministers of the Leading Institutions, as well as the Presidential Strategy and
Budget Directorate, the senior managers of the Agricultural and Rural
Development Support Agency and the Central Finance and Contracts Unit attended
the meeting, with the representation of our Ministry, the Head of the EU
Investment Department, Mr. Nedim YEŞİL.
Taking floor at the meeting; our Head of
Department, Mr. Yeşil, stated that they have already programmed 97% of the
IPA-II funds, contracted 83.2% of them, and absorbed 79% of total allocation.
He also pointed out that they completed the year 2021 without any loss of
funds.
Emphasizing that they have the potential to
easily adapt to the new dynamics brought by the IPA-III period, Mr. Yeşil told
that projects in line with the targets set in the European Green Agreement and
the Paris Climate Agreement are among the priorities of the Ministry.
In addition, he stated that the Ministry
has sufficient experience in using the "blending" method, in which
IPA funds are used together with the loans of international financial
institutions, and expressed that they would gladly take part in the studies of
the Turkey Investment Platform, which will be established in the near future.
At the meeting, the general information about
the IPA-III period 2023 programming, Turkey Investment Platform, joint training
activities (IPAdemi), joint communication activities were delivered by the NIPAC,
and IPA institutions made a statement regarding their own activities.
